The Center's Foster Care Utilization Review Program (FCURP) supports the Illinois child welfare community in the improvement of safety, permanence, and well-being outcomes for children and families in Illinois. The FCURP team provides project management, training and technical assistance to the Illinois Department of Children and Family Services (DCFS) and its private sector partners (POS agencies). FCURP's mission is to:

  • Monitor and report Illinois' progress toward meeting the safety, permanency and well-being outcomes outlined in the Federal Child and Family Services Review.
  • Facilitate ongoing collaboration between the Illinois Department of Children and Family Services and its private sector partners, particularly at the field level.
  • Provide training and education that helps child welfare practitioners translate federal regulations and state policies into quality practice and movement toward positive outcomes for children and families.
  • Provide technical assistance and consultation regarding the enhancement of child welfare organizational systems.
  • Conduct independent, timely, and comprehensive reviews and evaluative studies.

FCURP’s approach to supporting the Illinois child welfare community’s efforts to improve casework practices has centered on: identifying the impact of positive casework activities on outcomes within an environment of strong supervision, training and CQI activities.
