Module 4:
Promoting the Well Being of Children in Substitute Care

This module is designed to be a six hour training that focuses on achieving placement stability for children in care. The module provides information on how this outcome can be integrated into daily casework and performance tools that help casework professionals better manage toward this outcome. This module was developed specifically for the Illinois child welfare system; however, the material can be adapted and used for child welfare systems outside of Illinois. The module has not been updated since March, 2005 so the data used in the section 'Understanding Your Performance Data' is out dated. Likewise, the 'agency performance data' that is mentioned in this training module is no longer available. Agencies would need to replace this entire section with their own current data. This training module is considered beginner to intermediate level. It is designed for staff at the field level.

Handout #5: Well Being Tool-- .doc or .pdf

This tool was designed by the Children and Family Research Center to help workers look at a child's life holistically. In the field, this tool should be completed with assistance from the foster parent and child, if age appropriate. During the training, participants are asked to complete this tool on one of their active cases. Using the legend found on the first page, workers should draw lines between the child and each of the categories listed on the tool. The color used for each line is determined by the worker's evaluation of all the variables listed under the category. Once lines have been drawn between the child and all of the categories, the worker should have a visual of how the child is functioning in all aspects of his/her life. The tool should help workers readily identify areas of strengths within a child's life and areas that need to be improved. The tool should also help workers identify types of services/supports that may need to be implemented. It is essential to put the date on this tool since the information recorded will change frequently.
